Provide people with food, shelter, try to do everything so that they do not suffer from attacks by insidious zombies, marauders or other opponents. Also, the main aspect is the creation of special conditions of existence, certain laws and orders that the settlement must follow. You can make them afraid of you, or find a different approach to gain their respect. Be careful with your weapons arsenal so that you always have all kinds of weapons and protection there.
